Need some 'splainin': Logoff Permission denied

In the admin screen, I saw a client in an invalid (for my app) state:
logged in but not in a room which all logged in clients join.

In searching the log, I found this:

2013-05-24 08:44:11,413 DEBUG - Server sending to client [625] message [<U><M>S2C_LOGOFF_RESULT(u87)</M><L>
<A>PERMISSION_DENIED</A></L></U>]

I have not put any restrictions on LOGOFF (as far as I know),
and earlier, this same client had, of course successfully logged off.

I might point out that client 625 seemed to be having some 'connection issues' at the time this occurred,
and had immediately previously logged in as client 623, and then again as 624, which terminated 623.
And again as 625, which booted 624.
But 625 never successfully logged off.
