Admin permissions and getAccount/Attribute

Hi, aplogies im new to this.

In my program, i want to use .getAccount("name") in order to access/change different "attributes" for user accounts, but it seems like i dont have permissions to do so.
getAccount and getAttribute only works on my self account, which is the one currently logged in.

I've taken a look at security roles and assigned ACCOUNTINFO_ACCESS to ALL but i still can't get the attribute for different accounts which are not logged in.
Anyone know how i would do so?

Took a look at console and upon logging in i see this:
[USER_ACCOUNT userid: tester, clientid: ] Setting attribute [stats]. New value: [11]. Old value: [null].

Is this the reason i keep getting "null" for other accounts other than the one logged in?
Why is it that old value is "null" when it should be saved in the database that the value is "11"

Does that mean user attributes will always be "null" and only be visible if a user is logged in?
