This reply is probably too late to be of any use,
but I thought I'd share my experience anyway.
What is the minimum requirement for a multi-player game?
Well, of course that depends on just how "multi" it is.
Do you 10 simultaneous players, 100, 1000, 10000 ?
My site runs an online turn-based board game with either
two or 4 players playing (kind of like chess, say, but a different game).
At most we have about 30 people online at one time, usually less.
For some time this ran fine on a 256 MB Linux VPS, using Union 2.0.
However, there was a memory leak issue, which required fairly frequent restarts of Union.
When we moved to Union 2.1, we also updated the OS and Java at the same time,
while growing to 512 MB.
That runs fine, too, and while memory use grows over time, it is much slower,
and we only have to restart now maybe once a week, or less.
Since your post was months ago, by now you are either successfully running,
or have abandoned the project, but maybe you can let everyone know what you did.
For reference, Unioncloud.io says 128 MB is "small", and 256 MB is "large",
but I think those characterizations are, shall we say, "optimistic".
